whats better for hiking and biking? Death valley national park or phoenix arizona?

my bf and i want to plan some hiking and biking (road and mountain) between Mar 13 and Mar 21. Whats better flying to las vegas and driving to “death valley National Park” or just flying to Phoenix, Arizona and checking out the parks/trails ? Please help!

The Phoenix area has a few nice parks with trails that are good for mtb. If you ride off road in Death Valley, you are limited to dirt roads. National Parks have a lot of rules and regulations. I would go for Phoenix. However, there is good hiking and biking (road and mtb) close to Vegas. You may want to consider that option as well.
