Biking Portland

Trying to decide between Eugene and Portland as a new home. Any ideas?
I am a 27 year old male radiography (X ray) student who graduated in June. I live in Wisconsin, and am looking for experince the NW. I love the outdoors! Hiking, mountain biking and golf are my favorites. I want a mixture outdoor activities, along with cultural things to do. I like to live in an area at a reasonable price that is dog friendly. Good hospitals are a must! I saw someone had mentioned a new law on income tax. How it effects people? Any input to be big. Thank you!
I'm not a fan Eugene. What is not college is very blue collar. Just do not seem to have much to do for me. Portland is fun. Batch very friendly dog, gold course, a lot places for walking and biking, and plenty of things to do. There is a symphony, a ballet, and generally get the Broadway tours coming. It also has a community good jazz. Oregon has income tax – do not know what is new. However, Multnomah County (Portland, where he is) also has a special assessment of 1%. Law 1% of the top goes directly to the county. But, as mentioned, no sales tax. The point of sales tax law is a kind of questionable now, because Washington State has no income tax and state tax refunds on sales through a federal tax refund on income. On the Washington side, there Southwest Washington Medical Center and just north is more Legacy Salmon Creek. The hospital is new and legacy SWMC has just opened a magnificent new wing.
