How to choose a bike to buy?

I want to buy a bicycle commuter, but I have no idea of how to find a good one. (Gee, I thought bicycles cost $ 150 … they do, at Target, but I'm told those are not the best bikes.) What makes a good bike? How I choose one for myself? What should I expect to pay? I figure I do not need a mountain bike since it will be mounted on asphalt bike paths, and obviously, I want a female model, but apart from that I'm disoriented. What about helmets, etc? I know I need a helmet, but how can I choose one and what makes a good one? Any advice, tips or suggestions you can give me will be appreciated! Thank you!
