Which of these bikes is the best?

I want to buy a road bike, but I do not know what is the best: Raleigh, Barracuda, Viking or Dawes? According to my budget I can buy the models at a price of around 200-250 pounds will that in this range which brand is best?

Forget Barracuda, something unpleasant. Viking is not much better. This leaves you with Raleigh and Dawes. Raleigh have a good range of machines at entry level price. It's what they do and are reasonable quality for the price. Dawes is a good manufacturer and the quality is generally good. I would also consider Claude Butler. However, it really depends on what you want done with the bike. As a rule, do not buy a full Susser at this price point. Will disintegrate in the first pot hole.
