California State Law about pocket bikes?

Hello I could get a pocket bike soon and I'm not sure if it's illegal in California because im place to buy in is http://www.minipocketrockets.com/mx3-pocketbike/ …. and if you scroll through the information would say our pocket bike llegal are only 50 states. But I'm not sure if it's really llegal California.

All that the site is really saying is that the bike is free of emission regulations from the EPA. Not saying it is street legal in all states, although it is trying to make you think it is. I would think twice before buying a product from a company with such deceptive advertising. Also, I do not think this bike is street legal in California because they do not seem to have no plates on, headlights, turning signals, taillights, reflectors or mirror.
