Good place to buy a cheap bike in Toronto?

I am a new student move to the city of Toronto and am looking at a bicycle to save money in transit. I wonder first, if Toronto is a nice city bike, if at all dangerous for cycling in the city and, eventually, where should I look to find a good cheap bike for a tall man. Thank you!
