Without using the interstate, how can I assign a bike tour from Oregon to Washington DC and back?

I know that riding in most interstate highways is illegal not to mention dangerous. I'm trying to create a route that runs between Oregon and Washington, DC – I came up with one though mostly using interstate highways. I am having trouble finding the paths that join between all the dead space that is only connected by interstate highways. If you know of any MapSite or links to bicycle routes can be composite that distance which would be much appreciated. Although I know interstate riding is illegal, Are there other situations with roads not accessible to cyclists that I should know? I made a hundred more miles of walks, but have been on the roads in the country. Thank you. PS output in Oregon can occur for any of Portland, Salem, OR Ashland.
