Help me find the tile of the film of the 80 top 90s?

When I was young, around the late 80s I used to watch this movie about cyclists (something like the Tour de France) is about two brothers who ran these bikes and the older brother was always better than I think that gives you cancer. The younger brother begins to be really good. I think he wore red youngest wore a blue shirt. For some reason I would say the race was called "hell of the west" were always climbing the big mountains. That's the information I can think of. I had to get to the middle / end 80's 90's very soon. Any help would be appreciated.
